Ontario universities support the province’s goals to improve access to university education and to ensure that 70% of Ontarians have postsecondary credentials to support Ontario’s prosperity.
COU's Framework for Planning and Funding Enrolment sets out proposals to address the planning and funding of enrolment changes that will help meet these goals. These proposals, if implemented, would create a system that allows the province to determine the overall level of growth that is consistent with the province’s goals and fiscal capacity. The system would also bring predictability to both universities and the province and support better planning. The proposed system would support ongoing strategic dialogue between universities and the province concerning each institution’s goals and priorities, and would significantly strengthen accountability.
